We meet some issues about the setting of FGI. UE can't make a volte call due to the wrong FGI.
So if you have modified FGI and met VoLTE failed, you should be careful about the value

The bit 3 and bit 7 are set 0 in the failed log:

But from 36.331, bit 3 and bit 7 should be yes if UE supports VoLTE.
